Biohazard cleanup help across New York

New York is far more than its largest city. Outside the five boroughs, millions of people live on Long Island in Nassau and Suffolk counties and north of the city in Westchester, Rockland, Orange, Putnam, and Dutchess counties. Long Island stretches more than 100 miles from New York Harbor to Montauk Point. The lower Hudson Valley mixes dense small cities such as Yonkers, Mount Vernon, New Rochelle, and White Plains with river towns, horse country, and wooded hamlets.

The housing is just as varied: postwar single family homes in places like Levittown, prewar apartment buildings and co ops in southern Westchester, estates on the North Shore, and seasonal houses in the Hamptons, on the North Fork, and on Shelter Island, which is reached by ferry. Shared hallways, elevators, and building boards all affect how a cleanup is carried out, and winter closures of seasonal homes can delay discovery. USA Biohazard Cleanup connects New York callers with trained and certified technicians serving their ZIP code, 24/7, with discreet service.

New York crime victim compensation: New York State Office of Victim Services (OVS) victim compensation

ProgramNew York State Office of Victim Services (OVS) victim compensation
Administered byNew York State Office of Victim Services
Maximum awardno overall maximum published: medical and counseling costs have no stated cap, and other categories have their own limits
Crime scene cleanup benefit$2,500

The New York State Office of Victim Services may reimburse victims of crimes committed in New York, and certain family members, for crime related out of pocket costs. OVS lists no cap on medical and counseling expenses, while other categories have limits: funeral and burial up to $12,000, lost earnings or loss of support up to $30,000, and relocation up to $2,500. Crime scene cleanup, together with the cost of securing a crime scene, is covered up to $2,500. Under changes announced in November 2025, anyone who has to pay for cleanup may file, not only someone who lived where the crime occurred. OVS pays after insurance and other benefits, and not every victim qualifies for every category. OVS decides eligibility.

Since December 31, 2025, victims and survivors have three years from the crime to file with OVS, and OVS may waive that for good reasons. A police report is no longer the only proof: OVS also accepts a Crime Verification Form from a victim service provider or licensed professional.

How New York regulates biohazard waste

New York's term is regulated medical waste. The Department of Environmental Conservation and the Department of Health run the program jointly. DEC's rules at 6 NYCRR Part 365 cover generators and the facilities that treat, store, and transfer the waste, and transport falls under 6 NYCRR Part 364, the state's waste transporter rules. The Department of Health oversees hospitals, clinics, and laboratories. For a cleanup at a house in Suffolk County or an apartment in Yonkers, contaminated materials are packaged and labeled, moved by a transporter operating under Part 364, and treated at an authorized facility. New York's state plan, PESH, covers only state and local government workers, so private cleanup crews are under federal OSHA and its bloodborne pathogens standard, 29 CFR 1910.1030.

Insurance and cleanup costs in New York

In New York, homeowners, renters, landlord, and commercial property policies may cover biohazard cleanup that follows a covered loss, subject to the policy's terms, deductible, and exclusions. In a co op or condominium, the unit owner's policy and the building's master policy may both be involved, and the managing agent often needs notice. Technicians can supply photos, a written scope, and itemized invoices to help with insurance documentation. The New York State Department of Financial Services regulates insurers and accepts consumer complaints about claims.

New York biohazard cleanup questions

Will New York's Office of Victim Services pay for crime scene cleanup?

It may. OVS lists crime scene cleanup, or the cost of securing a crime scene, as a covered expense up to $2,500. Since November 5, 2025, anyone responsible for the cleanup bill can apply, whether or not they lived at the address, which helps landlords and relatives. OVS reimburses costs that insurance and other programs do not, and it decides each claim. Keep the invoice and proof of payment.

Is there a coroner or a medical examiner in my New York county?

It depends on the county. New York lets each county choose its system. Nassau, Suffolk, and Westchester counties each have a county medical examiner's office, while Putnam County uses elected coroners. Whichever office has the case, it works with local or state police, and the scene is theirs until they release it. Cleanup starts after that release, which the detective or investigator can confirm.

Who regulates biohazard waste from a cleanup in New York?

The Department of Environmental Conservation, jointly with the Department of Health. Regulated medical waste rules are found at 6 NYCRR Part 365, and haulers operate under the waste transporter rules in Part 364. Contaminated materials from a scene are packaged, labeled, and taken to an authorized treatment facility. They do not go out with town or village sanitation pickup, and they should not be left in a building's trash room.

How does cleanup work in a co op or apartment building?

Southern Westchester cities like Yonkers, Mount Vernon, and New Rochelle, and Nassau communities like Great Neck, have many prewar apartment houses and co ops. Technicians coordinate with the superintendent or managing agent on elevator use, service entrances, and timing so neighbors see as little as possible. Containment protects hallways and adjoining units. The board or managing agent may need a certificate of insurance and documentation for the building's own insurer.

Which parts of New York are covered?

Coverage is ZIP based. Covered ZIP codes concentrate in Nassau and Suffolk counties on Long Island and in Westchester, Rockland, Orange, Putnam, and Dutchess counties. Yonkers and White Plains have the most covered ZIP codes, followed by Great Neck, Poughkeepsie, New Rochelle, and Mount Vernon. East End communities such as Montauk and Shelter Island are listed too. The five boroughs of New York City and upstate cities are not currently listed.
